The program might want to consider a statement around the benefits of 
enabling ECN.
There is a new draft (briefly presented in TSVWG) - 
draft-welzl-ecn-benefits.

If we want to raise awareness of the benefits of ECN we should consider 
something like that as an IAB document to give it higher weight.
