Instead of creating a brand new repo with no history, just clone --mirror
guarav's repo and --mirror push it to TestAnything/Specification. His
version already has a started RFC and has commits he's already made that
should be preserved. Alternatively, maybe Guarav can just transfer
ownership to the TestAnything organization.

Guarav, are you ok with transferring ownership to the TestAnything github
org? This would have the spec in one central location where everyone can
fork from.
