PS - I can add the description of  my suggestion below in "how to
synchronize key rollover" if desired; IMO, it's outside the scope of the
document except to demonstrate that the mechanisms in the document are
sufficient to achieve key rollover sync.

FYI, the only change to TCP-AO needed for the mechanism I described was
to report a recently received KeyID (as a sample) when requested. That's
a very low hurdle to enable key rollover, IMO, vs. in-mechanism probing
systems.
