The changes in this revision are:

- Updated header flags registry changes per prior list and meeting 
discussion.

- Updated boilerplate for requirements language.

- Changed word from "users" to "connections" regarding OPEN calls, per 
prior list discussion.

- Made correction for errata 6222 that was marked "hold for document 
update".
