I'm planning to review this document anytime soon. In the man time, have
you had a look at Section 9.2 of
http://www.cpni.gov.uk/Docs/tn-03-09-security-assessment-TCP.pdf ?

IIRC, that of rquiring dupacks to contain new sack information came up
while discussing Section 9.2 with Mark Allman a while ago.
