Having watched the discussion and spoken with Mark about any off-list
interaction, it seems clear to me this dosument has passed WGLC.  Minor
issues were raised and dealt with during the WGLC, but no showstoppers
surfaced.  No one argued that the draft should not move to experimental.

If I've missed comments, or you disagree with my assessment of
consensus, I'd like to hear ASAP.

Thanks to everyone who participated in the creation and review of this
document.
