Interesting that the datatracker doesn’t cc the list when the draft is officially adopted.  Oh well, here’s the state we’re actually in.

Note that the datatracker shows draft-rescorla-tls-dtls13 as a WG item now (https://datatracker.ietf.org/wg/tls/documents/).  When the authors submit a WG draft the datatracker will automagically drop draft-rescorla-tls-dtls13 and add draft-ietf-tls-dtls13 to the list of WG drafts.
