Hi John -

No, that's not really in the halo of things this particular list talks 
about - we have some tools that are, e.g., syntax checkers for things 
that end up in the IETF's work product (drafts, registries, RFCs), but 
testing actual protocol operation in hostile conditions is discussed 
(when discussed at all) in the groups working with that protocol.

Creating hostile network conditions is something that you'll find 
discussed more with groups or organizations that are focused on interop 
testing. Be sure to take a look at the kinds of things UNH-IoL does, and 
the kind people there may give you even better pointers.
