(Actually, no: DOCTYPE is a declaration that is part of the prolog, while PIs can occur everywhere where comments can occur.
Arcane detail inherited from SGML, which most people have forgotten as it approximately doubles the complexity of XML and has been obsoleted by Relax-NG [or WSD] anyway.
But this little terminology correction doesn’t change the gist of what you were writing.)
