+1 on tuning the name, but *this* might be confusing
("draft-ietf-netconf-crypto-types.xml" not being the xml source for
"draft-ietf-netconf-crypto-types" violates the principle of least surprise).

I'd prefer "reference.draft-ietf-netconf-crypto-types.xml" or
"draft-ietf-netconf-crypto-types.reference.xml" or even
"reference.I-D.draft-ietf-netconf-crypto-types.reference".
