If you have not already done so, please spend some time becoming 
familiar with the new author-tools and bibxml sites.

xml2rfc.tools.ietf.org will begin redirecting to them in the near future.

The pages at xml2rfc.tools.ietf.org that allow you to convert documents 
between formats will redirect to

https://author-tools.ietf.org

The addresses for bibxml references that look like

http://xml2rfc.tools.ietf.org/public/rfc/bibxml-ids/reference.I-D.draft-sparks-sipcore-multiple-reasons-00.xml

will redirect to

There is also a UI (and API) for interacting with the bibxml service at:

Any issues with either of these services should be reported (for now) at 
https://github.com/ietf-tools/ietf-at/issues. We will be building a 
separate place for bibxml issues soon, and will transfer any collected 
at ietf-at/ when that's ready.
