Hi,

If we follow through with the proposal on continuous nomination, we should
be able to pick better candidate pairs (based on loss, RTT) as and when
they appear. However, we won't know the available capacity until we send
media packets on it, but that is the job for the RTP congestion control to
figure out anyway.
