The applicability draft says:

    If possible the endpoint should always select the source
    address of the packet to correspond to the IP address of
    the Network interface where the packet will be emitted.

In general this is a bad idea.  An SCTP message must have a source
address that was provided in the INIT/INIT Ack exchange or which was
added using the ADDIP approach otherwise the receiver may treat
the message as not belonging to the association (e.g., OOTB).

What happens in the general case where the NIC address is not part
of the source address list for the association?  What is meant by
"if possible"?

This situation is better addressed in the RFC and this sentence
should be struck from the AS because it is misleading.
