[David>] Indeed, the latter (align effort in the WG) was the primary goal.  I view the decision here as a working group management decision about what the WG is to work on.

But we have not seen a question that suggests either approach overcomes the “first, do nothing” approach - which frankly ought to be our first answer, in this WG.
