No - but that is something we talked about at the CalConnect meeting in 
Amsterdam a few weeks ago. I definitely think it would be good to have a 
tzdist client incorporated directly into ICU so anyone using libicu could 
gain the benefit of incremental zoneinfo updates. Obviously there is a lot 
more to it than that - but I think it would be a worthy goal.

There was also talk at some point of having IANA run a tzdist server as a 
way of "bootstrapping" use of the protocol - that might be a pretty big 
commitment if we really wanted it to scale as a "primary" tzdist server.
