At least from the IETF's point of view, or actually IANA's point of
view, having each project register directly with IANA is not burdensome.

Compare with the "private enterpise number" registry.  There are 66,000+
registrations to date
(https://www.iana.org/assignments/enterprise-numbers/) but each has
been registered using a simple web form
(https://www.iana.org/assignments/enterprise-numbers/assignment/apply/)
