Ah! I did not spot the significance of that ...

But having read the latest draft, I see that this is not so. Relaying
agents are invited to honour cancel messages, even though they have no
articles actually stored which they might want to hide/destroy. And there
is nothing in 5.3 to suggest that cancel messages require action from
other than serving agents.

So why this requirement in relaying agents?
