I agree that in an ideal world, at a minimum, goverment sites and services should be IPv6-enabled. In fact many countries adopted such rules but they aren’t actually enforcing them. However, government sites and even private companies often are very low % of the total Internet traffic, not only globally, but in each country, so that will not be a significant change in % of v4 vs v6 traffic.
