I don't think that belongs in this draft though. That's more of a design
question and 6man seems like the right place for it. This draft is
operationally focused on a specific problem and examines operational
solutions within the current standards. It can, and does, mention that
switching to a registration model might fix this problem, and I don't think
it should go deeper than that.
