Obtain a prefix, yes. But, presumably, the Android node will want to use
the prefix in some fashion. It can either act as a router (which is prohibited
by Android without rooting the device) or it can act as a host and try to
assign addresses from the delegated prefix to an interface (which is also
prohibited by Android w/o rooting the device).

AFAICT, Android tries to protect users from shooting themselves in
the foot. Rooting the device is the user's way of saying: "I know what
I am doing and accept the consequences of my actions" but it voids
any warranties.

You can try bringing up a terminal window app on the Android and
type: "ip -6 addr add 2001:db8::1 dev X" but it will not let you do it.
