For the record, this discussion has closed, and Ron sent a note this morning opening a new WGLC. Fernando has opened a thread in which he is verifying that changes he is making address the points raised. I expect he will post a new draft in a week or two. I will query those who responded in that thread and convince myself that they are happy with the changes, run a quick WGVLC (working group very last call) on the list, and then be looking for a draft shepherd as described in IETF processes.
