Unfortunately, I don't think there is any consensus to be had about hosts.
You have made it perfectly clear that you and others can not accept any
requirement for hosts to do DHCPv6 in any way (SHOULD or MUST).  And,
others are equally adamant that hosts have to be required (SHOULD or MUST)
to do DHCPv6 to move a RDNSS requirement for hosts forward.  I believe we
have an impasse on the subject, and having the two sides yell at each other
on the mailing list gets us no where.

As for routers; It's clear we need routers that support RDNSS to support
the hosts you and others are making.  Then, until you have convinced all
host OS vendors to remove DHCPv6 support, and the old hosts are all gone,
we need routers that also support DHCPv6.  There seems to be a consensus
that routers need support for RDNSS, at least DHCPv6 Relay (probably a
MUST), and Stateless DHCPv6 (probably a SHOULD).  It's just that simple
from an operational perspective that draft-ali-ipv6rtr-reqs-02 has.
