Dear Nick,

It is so, because the WG draft (drafts that have been adopted by the WG, 
their names begin with "draft-ieft-v6ops-") appear at the top.
And individual drafts intended to v6ops (drafts that have not yet been 
adopted by the WG, their name begin with "draft-yourname-v6ops-") appear 
at the bottom.
WG chairs will check the list and select some of the individual drafts 
for discussion. (Selection criteria include e.g. the reactions to the 
drafts on the mailing list and perhaps their estimation regarding the 
usefulness of the draft.)
