One thought: you mentioned that one potential usage would be encoding 
arbitrary IM display names, and I'm thinking that many of those would 
contain asian-style emoticons, and those make abundant use of the ^ 
character.

In the list at
http://en.wikipedia.org/wiki/List_of_emoticons#Eastern
there are a few that include ^^, but none with ^', ^t, or ^n.
