With no hats,

Contrary to some commenters, I don't believe the conduct of the host
government is relevant to venue selection, except to the extent it prevents
us from doing our jobs (including our day jobs, which requires a VPN).

The three "not met" assessments, to the extent they are accurate,
would support not recommending Istanbul. However, the assessment
acknowledges significant uncertainty, and I believe Istanbul is a promising
enough site to warrant further investigation of these points.
In particular, one comment suggests that the VPN situation is not so dire,
which would dramatically improve prospects for meeting there.

I have no special information on conditions in Istanbul, but I would be
extremely surprised if the situation for female or religious travelers is
as severe as our sources indicate they are for residents.
