I haven't found anything that we can do at the datatracker to mark the 
link such that a calendar agent would say "oh, maybe the user wants to 
subscribe to this". If someone knows of such a thing, please say so.

The state of calendaring programs is that users have to go do that 
explicitly (and sometimes corporate policy prevents them from doing so).
