Yes - it's intentionally this way - it came in at 
https://github.com/ietf-tools/datatracker/issues/3036

You can change the date unilaterally. You can't change the words of the 
milestones as previous IESGs decided that was effectively part of the 
charter that the AD controlled and you should ask the AD to make those 
kinds of changes.

Oddly, the current state will let you _delete_ milestones unilaterally.

The workflow needs to be revised entirely with better agreements about 
who gets to do what when. It has needed this for a long time (see 
https://github.com/ietf-tools/datatracker/issues/2870)

The workaround is to ask the AD to make the changes.
