These citations are not correct.
North America X.400 Implementor's Agreements [7],

nor the European X.400 Implementor's Agreements [8]
[8] EWOS X.400 Implementors Agreements
The OIW (OSE Implementors Workshop) IS NOT NIST! NIST only hosts the
meetings on its campus, and provides Serectariat Services, in return
for fees to cover many NIST expenses. NIST does subsidize the
meetings to some extent, but it is incorrrect to attribute the OIW
products to NIST.
I suggest that you verify the EWOS citation. It believe it is too
vague to point anyone to the documents being cited.
