Here's a strawman for discussion in our call next week...

1. Remove @stream from <seriesInfo/>

2. To specify the stream for a document, add a new <stream/> element to
the <front/> element

3. Remove @status from <seriesInfo/> (which seems to have been used only
in RFC 8794 - is it actively in use or should we deprecate it?)

As far as I can see, this would make the use of <seriesInfo/> consistent
between <front/> and <reference/> and thus address both
