Agree. the issue at hand seems to be getting a letter of invitation to 
start the visa process. Delivering a letter of invitation is in my 
understanding mechanically done (or it should be).  In this case, as 
soon as the venue is confirmed/contracted, we can deliver those!  I’m 
pretty sure the ioac is well aware of that, so I wonder what blocks to 
provide it early.
