A couple more data points from earlier this year:
 - I was able to use the ATM at 7-Eleven

I haven't been in Japan since Hiroshima, but that was the recommendation for ATMs in Hiroshima, and I used a few of them.

 - My (chip enabled) Visa card worked at all the stores I used it in.
