Um, the closest encloser rule is wildcard behavior.  It's defined in
RFC 4592.

If you're worried that the name servers that will serve *.on._ob.ca
and the like won't properly implement closest encloser, I suppose that
might be a problem, but I don't ever recall seeing a problem report
like that.
