Back when there was a committee of ISPs approving .ca domains, what level
in the .ca tree you got depended on the breadth of your business.  The
default was to register your entity in your municipality unless you could
show incorporation or operations in a wider scope.  There are undoubtedly
numerous domains created under that rule that still exist.
