  What I was trying to say is the following:
- IANA do keep the data in native XML format
- IANA converts XML native to the current file format.
- both formats are available from IANA web sites and are in sync.

that way, IANA continues with its XML infrastructure and have the TZ 
community keep the same file format as before.
