As noted elsewhere in the doc, it's unlikely since there's little/no incentive
to register anyway.

The quoted guidance about private name spaces is the obvious counter
argument to that (it has wording issues but the intent is valid).

I'd say that ship has already sailed.  If you want to suggest a solution, by all means
write a draft.  This document is just the problem statement.
