I had not read it before, but I did read (quickly) now.

Its well written and I saw no major problems. If I compare your draft to 
the DT draft, yours is attempting to cover a more general case, allowing 
for different prefix lengths, etc. For what it is worth, my goals for 
the working group document were that it would be very specific, provide 
a concrete and workable configuration model and avoid saying something 
that might be ripped to pieces on closer analysis by some non-AUTOCONF 
folk. For these goals, the DT document is a pretty perfect match. I 
still prefer to adopt the DT document for the WG document.
