In -06, I added the following paragraph (Section 3.3) without consulting the WG:

   Finally, in order to avoid using stale data, if a node does not
   successfully compute an RTT sample for a given neighbour for a time
   T2, it SHOULD discard any RTT-related state for that neighbour (such
   as the smoothed RTT, see Section 4.1).  The default value
   T2 = 3 minutes is RECOMMENDED.

This was a mistake: it's unnecessary, it does not reflect implementation
practice, and at one prominent WG participant (Toke H-J) has objected to it.

Therefore, I intend to present my apologies to the WG, and publish a -07
that is (almost) identical to -06, except for the omission of this paragraph.
I don't think there's an issue with the principle, since the version reviewed
by the IESG did not contain this paragraph, but I'd like to make sure it's
okay from a procedural point of view.

("Almost identical", because unless you object, I also intend to fix a couple
of typos, such as the missing capital at the beginning of Section 1.1.)
