Absolutely, and we would welcome your contributions.  If you are offering to do the work you have suggested, by all means, write drafts!  We will consider adding them to the charter or milestones.

I was under the (mistaken?) impression that you were proposing that someone other than you should write a set of support documents _instead_ of doing the work that is currently in the charter.
