As discussed yesterday, I have started extracting the content for the CDDL update drafts that we are planning.

This one adds a pack of control operators, for sloppy variants of base64(/url), for base45, and for deterministically encoded embedded CBOR.  (Thank you for all the comments to -00.  I haven't managed to implement all of these additions in the cddl tool; soon...)

This should be ready for working group adoption.
