I think that this Erratum is illegal YANG (as I commented on another of the three that were raised).

RFC7950 s.11 is very clear; a when statement can have its constraint relaxed.

This Erratum tightens the constraint and so is illegal.  To make this change requires a new module, with a new name and so on.
