So, the MatroskaCodec docs are needed to make use of Matroska, but not to
understand or implement it. I would say the same of EBML, one needs the
Matroska doc (or another doc that makes use of EBML) to make use of EBML,
in itself it doesn't make sense.

Therefore, I'd say EBML didn't reference Matroska, so Matroska does not
need to reference MatroskaCodecs
