You might want to look into the naming of the directory that has been
zipped:

It unzips to something quite incomprehensible.

The files does not contain any copyright or licensing statements and no
other information about it is given. Can you please add that?

I may be interested at implementing at least sm3 (I have previously
looked at ZUC), but will not do that unless I know the licensing and IPR
status.
