A fundamental issue with CCSDS is that it is a private closed membership club.  It is not open to all would-be full members.  

The Internet is open to all and is a global resource — by contrast.

CCSDS members can decide whatever they choose for their own deployments, but they MUST NOT be in a position to dictate anything to the rest of the globe.  CCSDS does not deserve special privileges in the IETF or in ICANN.
