[deepspace] Understanding the difference in aggregation between a single and multiple RIR model

Hi there Tony (and TIPTOP),

Jen and I have been trying to understand the differences in aggregation
between our two proposals.

As far as we understand your concern with *draft-kumari-tiptop-address-space
- "Address Space for Space"*
<https://datatracker.ietf.org/doc/draft-kumari-tiptop-address-space/> is
that it results in multiple prefixes per body and it doesn’t aggregate.

Jen and I are having a hard time understanding this, and it’s entirely
likely that we are just missing something obvious or that we are dumb -
please help us understand.

The IETF requests that IANA set aside a block of IPv6 addresses for space
use, and subdivide it by celestial body. In the above example, Mars gets
4200::/8. IANA then subdivides this block, and hands sections to the RIR
when they need them - lets say AFRINIC gets 4200::/11, APNIC gets
4220::/11, ARIN gets 4240::/11, LACNIC is 4260::/11 and RIPE gets
4280::/11. These are all still within 4200::/8.

When e.g NASA needs some address space for Mars, NASA goes to their local
RIR (ARIN), and gets assigned addresses from ARIN gets 4240::/11. SpaceX
needs address space for Mars - their local RIR is also ARIN, they get
addresses from 4240::/11. Roscosmos goes to their local RIR, which happens
to be RIPE, and they get addresses from 4280::/11. These are all still
within the Mars aggregate prefix, 4200::/8. If e.g

As far as we can tell, this results in the same outcome in terms of routing
and aggregation as having a single RIR and a block per body, but perhaps we
are missing something.

Can you please provide an example where having multiple RIRs (allocating
from per-body blocks) results in less aggregation?
