That seems more correct.

If there are multiple servers, and some can't cope, then I think that's there
problem.  The admin turned REG_ENABLE on at least one server, so they must
know they did that.   They should either enable it everywhere, upgrade, or
just shut up the servers if they complain about unknown messages.
