That's the ideal behaviour and if the client processes all Replies -
that's what would happen.
However, as discussed on the list and during the session, there is no
guarantee that the client would process subsequent Replies when
multiple Replies are received for the given Information-Request. There
is no requirement to process all Replies, so we can't rely on it.

However maybe we shall change "Whenever the client receives and
processes a Reply message without the OPTION_ADDR_REG_ENABLE option,
it MUST stop transmitting ADDR-REG-INFORM messages." to "If none
processed Reply messages received in response for a given message sent
by the client contain OPTION_ADDR_REG_ENABLE option, it MUST stop
transmitting ADDR-REG-INFORM messages."
