Dispatch seems like a fine place to figure out where to dispatch this. 

It seems to me that most our people with compression expertise tend to be places other that HTTPBIS. Very similar work has been done in the NETVC and codec groups for their entropy encoders. This might be a good candidate for a small mini WG that just did this.
