As I'm reviewing these last issues prior to generating the Last Call
request, I noticed a comment that was made only on a github issue that I
took to mean "we can revisit this during AUTH48".

Just on that process point: Except in very rare situations, AUTH48 is not a
general opportunity to reconsider technical or other prose in the
document.  It's a checkpoint when the authors, and sometimes the chairs and
supervising Area Director, can confirm or discuss editorial or copyediting
suggestions made by the RFC Editor.

The text that's present at IESG approval time is supposed to be as close to
final as practicable, so the time to discuss such material is now (or has
passed).
