This document should not be adopted.

This doesn't mean that all of the text in the document is useless, but the
term "operational considerations” does seem to be a bit Orwellian. I think
that's unintentional, and it's just a term people use when they want to
communicate all of their concerns without considering how tightly-scoped
the document should be.
