We wrote a draft that considers the interaction between network performance
and efforts at energy aware control planes.  The intent is for it to be a
guide for those working enhancements or new proposals.

Putting routers/links to sleep, for example, may have an effect of the
capacity, resiliency, and even stretch of the network.

I was thinking of (wired) routing, but good not to forget wireless networks.

Based on my superficial understanding I these efficiency improvements on
sleeping wireless APs are related with providing "subscription" to clients.
I posit that it should be possible to reduce a lot. And that listening for
incoming radio is a small portion of the overall power - consider the small
amount of power consumption drawn in mobile phones for subscription.

Anymore detail on how routing works and what stops that be more energy
proportional would be appreciated.
